That's the message I got. So it's there, but you've done something to rile them and they won't let anybody see it until you say "uncle" or "pretty please" or offer your firstborn son. You need to email them and ask a few questions, then bow and scrape a little. It could save you a lot of work.

Just so this won't sound too cheerful, I guess I should mention that I was locked out of my own website for four months.
