You can't lower the drawbridge to the fortress from where you're standing. You'll need to go back to where you found the item you traded for the oil. Once there, look around for a place to use the oil because you can no longer get out the way you did the first time. Also, there is another item in that general area you'll need to further your quest. You don't have to have it quite yet but it'll save you a trip later. Hope that helps.
